10 years of British Freedom of Information Act

In UK the first Freedom of Information Act (FOIA) was enacted in 2000 and the parliament decided to put it into force 5 years after the adoption, on January 1, 2005. 10 years after – has British FOIA achieved its goals, what are the good and what the bad sides of the law, the law whic uncovered what MP’s were doing with tax-payers money in 2009 (buying what they were not suppose to buy)?
