Dr Polonca Kovač finished General High School in Kranj, Slovenia, and continued her studies at Faculty of Law in Ljubljana, where she graduated in 1995. She first got employment at the Administrative Unit in Kranj where she led administrative denationalisation procedures. However, soon after graduating she enrolled in a specialist 18-months international programme on public administration and the reform of public administration. Following that, she finished her postgraduate studies in 1999 at the Faculty of Social Sciences in Ljubljana with a thesis on the new public management in Slovenian public administration. In November 2005, she finished her doctoral studies at the Faculty of Law, Ljubljana, with a dissertation on the topic of public authorization. In 1996, Polonca got employed at the Administrative Academy run by the Ministry of Interior. In the period from the beginning of 2001 until the end of 2003 she was a State Undersecretary for public administration. In 2001, she got a part-time and in 2003 a full-time contract at the Faculty of Public Administration, University of Ljubljana. In 2013, she was tenured as an Associate Professor for administrative law and legal regulation of public administration. Since 2013 she is also a member of the executive board of the Slovenian Association for Quality and Excellence in Public Sector. Since 2008 she is also a member of the Slovenian Officials’ Council, which she chaired from July 2009 to November 2011. She is a (co)author and editor of numerous monographs and expert papers.
